《轉自方遠》 【好的，中國台灣航空】 1⃣ 聽說華航又要「正名」了，2007年阿扁的未竟之業，現在由側翼和連署接續香火。他們的理由是，華航掛布與字樣上的「China Airlines」，引發民眾擔憂被認為是中國捐贈，從而破壞了 #TaiwanCanHelp 的大業。 這件事情行政院說「樂見其成」；交通部說只要「朝野有共識、社會支持」，「再怎樣的困難都能解決」。而華航說，公司已在內部以開放態度展開討論和研究。 不久前也是由時代力量發動，說中華民國護照英文名應改為Taiwan，外交部回應「朝野有共識就改」。 華航跟護照「正名」應該合起來看，民進黨政府為何如此豁達，凡事都推給「朝野共識」？一來他們吃死死國民黨已被打趴，毫無戰鬥力；二來就是心知肚明阿扁的那句明言：「不能騙自己也不能騙別人，做不到就是做不到」。 2⃣ 身為一名有一搭沒一搭的民航機模型愛好者，我也來說說對華航「正名」的看法。 現在整個輿論都死盯著華航身上的“China”，其實是被政客有意地轉移焦點。 因為對於國際民航組織（ICAO），以及其他國家地區的民用航空規範，認定的都是「航空器註冊編號」（一般說的「機身編號」），以此來判斷該架飛機的國籍。 中華民國國籍航空的首碼，和大陸航空公司一樣，都是「B」。而「B」代表的就是「中國」。 為什麼呢？二戰之後，ICAO要求「一國一字首」便於航空器的識別與管理。當時代表中國的中華民國政府，原來想以China的字首「C」註冊，卻被加拿大（Canada）搶先一步，只好使用「B」為首碼。 後來1971年北京取代台北為聯合國的中國代表，也因此成為ICAO的成員，中國大陸的民航機順利成章以「B」為首碼。 那麼，兩岸三地民航機註冊編號的差別，在於首碼後方的數字： 👉中國大陸：B-XXXX（目前編號規則為四位數字；為因應飛機數量大增，大陸民航局也調整第三碼或第四碼為字母的情況） 👉台灣：B-XXXXX（目前為五位數字） 👉港澳：B-XXX（目前為三位字母） 也就是說，只要註冊編號首碼沒有改變，就算把華航的China改為Taiwan，對其他國家地區來說，華航航空器的國籍都是「中國」。這樣就成為名副其實的「中國台灣航空」，與大陸的山東航空、四川航空、澳門航空等等並駕齊驅呢！ 3⃣ 當下的台灣人或許覺得荒謬，但更為荒謬之處在於，政治人物不負責任地帶著民眾一起做夢。台灣的國際參與，其實繞不開兩岸，因為這是中國內戰遺留至今尚待解決的問題，無論是聯合國、世衛組織、ICAO皆是如此。無論你認不認同（應然），這都是現實（實然）。 但政治人物明知繞不過去兩岸問題，又要告訴民眾我們可以無視兩岸、一定可以衝過去，整天喃喃自語「中共打壓」。這種做法，非但無法解決問題，更讓台灣遍體鱗傷。 台灣真要脫下身上那件中國外衣，唯一的方法就是正式宣布獨立，光是「正名」是沒有用的。獨立之後不只華航的China可以改為Taiwan，還可以順道把華航中文名也改為「台灣國航空」。然後再要求ICAO更改台灣的航空器註冊編號首碼，與中國「脫勾」，這樣才是名實相副（但前提是「台灣國」要先進聯合國啦......）。 這場三不五時就會發作一次的「正名」大戲，我當然支持，舉雙手雙腳支持。就算要辦公投，我也一定投下贊成票。要改就來真的，勇敢去改、大力去改，不要老是講一講又消風下去，不斷折騰和消磨「愛台灣」的沸騰熱血。 「好的，中國台灣航空」。 --- ★上圖為台灣的中華航空（China Airlines）；下圖為大陸的中國國際航空（Air China）。紅框處都能看到以「B」為開頭的航空器註冊編號。
