蔡英文博士資格世紀詐騙案？ 揭發人 台大教授賀德芬 查證人 美國教授林環牆 1. 林環牆何許人也？ 林環牆是台灣中興大學畢業，美國伊利諾大學厄巴納─香檳（University of Illinois at Urbana-Champaign）經濟學博士，目前執教於美國北卡羅來納大學夏洛特分校（University of North Carolina at Charlotte），專攻經濟成長、國際貿易、計算經濟學等領域。 林環牆在報告中說，他與蔡總統當學者時的研究興趣有一些重疊，但不同的是，他的博士論文《Commercial Policy Intervention in Intra-Industry Trade: A Dual Approach to General Equilibrium Analysis》，即使在LSE圖書館的蒐索系統也可輕易找到，並可隨時在網路上訂購取得。 倫敦政經學院（LSE）法學院（Mulloom2@Wikipedia / GFDL） 倫敦政經學院（LSE）法學院（Mulloom2@Wikipedia / GFDL） 2. 林環牆的調查是如何進行？ 林環牆表示，他聯絡的英國校方包括圖書館、學位證書產製室、資料法遵主管，以及已退休教授；學校之外人士則包括大英圖書館的資料法遵主管。林環牆也專程訪問LSE圖書館，查閱蔡總統今年6月才送繳該館的博士論文《Unfair Trade Practices and Safeguard Actions》（不公平貿易與安全防衛機制）。 林環牆並強調，他的調查是獨立進行，不受台灣任何政黨影響或指使，也不是任何媒體的委託代理，更遑論與所謂中國紅色集團有任何牽連。他堅信學術誠實與政治誠信，是現代文明社會普遍堅持的價值與信念。期許這次調查是「照進裂縫裡面的陽光」，讓陰暗不再能永遠地遮住真相。 3. 調查認為蔡總統的學位論文有何問題？ 林環牆認為這本「傳說中的」學位論文，無論紙本、數位電子檔，或圖書收藏資料，35年來（1984年迄今）都不存在。經他引用英國《資訊自由法》（The Freedom Information Act）要求，LSE資訊與紀錄處（Information and Records）以電子郵件告知，蔡總統直到今年6月28日才將這份「傳說中的論文」提繳給LSE圖書館；約兩個星期的7月13日，這本論文也才進入LSE圖書館的數位檢索系統。 今年8月5日，林環牆飛抵倫敦，檢視與閱讀蔡總統送到LSE圖書館的論文，發現它應是由另一本論文影印下每一頁，經電子傳真送到LSE，然後在當地新裝訂成冊，每一頁的邊緣或角落有非常明顯的黑色陰影。此外，論文封面與背面是黑色硬紙板，與當年藍色硬紙板論文的顏色不同。 林環牆還發現，論文致謝（Acknowledge）那一頁很可能是重新打字。因為論文每一頁的邊緣或角落有非常明顯的黑色陰影，但只有最前面兩頁完全看不到黑影；第一頁是論文的題目（Title），第二頁就是致謝。 他並舉出幾點博士學位論文不應存在的疏漏：論文有不少英文打印錯誤，雖然書寫更正，但沒有重新打字；論文的附註都以星號（*）加上阿拉伯數字表示，而且附註打字時都未上提，是很簡陋、不專業的處理方式；論文有些章節段落名稱與目錄並不一致，最離譜的是，第一章竟連續遺漏6頁，第5至10頁都不見蹤影。 因此林環牆研判，這本論文應該只是「口試用初稿」，不是為完成博士學位而送交校方圖書館典藏的最後定稿論文。蔡總統當年的學生身分頂多是「已完成論文，但未通過論文辯護口試」的博士侯選人。 倫敦政經學院（LSE）收藏蔡總統2019年新裝訂博士論文（林環牆調查報告） 倫敦政經學院（LSE）收藏蔡總統2019年新裝訂博士論文（林環牆調查報告） 4. 蔡總統博士論文的圖書館收藏紀錄 林環牆指出，蔡總統論文不僅紙本「遺失」，連倫敦大學所有圖書館的電子檢索系統都查不到。至於大英圖書館（The British Library）的電子論文檢索系統EthOS可以查到，林環牆聲稱他調查發現，這是LSE內部有人於2015年6月間向大英圖書館提報這筆論文收藏資料，當時中國國民黨陣營開始要查蔡總統的博士論文；換言之，LSE內部有人在違法掩護蔡總統。 另一方面，LSE博士侯選人在通過論文口試之後，必須提繳最後定稿的論文至倫敦大學的Senate House Library。林環牆指出，LSE在1983年至1984年有107位畢業生，其中1位Pauline Francis Creasey的博士學位後來被註銷，其他106位畢業生在Senate House Library的圖書搜索系統都有完整論文收藏紀錄，只有1位例外──蔡總統。 20190829-總統府發言人張惇涵29日召開記者會針對總統蔡英文博士學位進行說明，並拿出總統蔡英文倫敦政經學院學位證書。（顏麟宇攝） 總統府發言人張惇涵29日召開記者會針對總統蔡英文博士學位進行說明，並拿出總統蔡英文倫敦政經學院學位證書。（顏麟宇攝） 5. 蔡總統的1984年博士學位證書 蔡總統在今年7月9日拿出一份蓋有鋼印的博士學位證書， 公開展示給台灣Dcard公司員工， 並於次日登載於她的個人臉書。但林環牆指出，那份博士學位證書上的簽名不是1984年LSE的副校長奎克（Randolph Quirk），而是2012年至2018年間擔任副校長的史密斯（Adrian Smith）。 替蔡總統辯護的人士指出，這份博士證書是2015年LSE補發，所以是由當時的副校長簽名。林環牆則質疑，蔡總統對「補發」一說不置可否，而且她在2012與2016兩年參選總統時才分別繳驗過學歷證件，怎麼又需要補發？ 林環牆也詢問倫敦大學的學位證書產製（Diploma Office）室，得到「補發的證書當然還是與原始證書完全相同，例如相同的文書，相同的簽名等。」的說明。因此林環牆指控，蔡總統的博士學位證書是膺品。 6.
