(Taiwan) 臺灣證券交易所 金融監督管理委員會【第 1110823298 號】 關於IMCTrading (台灣)用戶涉嫌洗錢及內線交易不當得利之整頓通知 近期接到銀行反饋,台灣地區外資機構 IMC Trading 用戶,在儲值過程中,涉嫌將可疑資金 轉入 IMC Trading 專用資金託管帳戶,導致 IMC Trading 部分資金帳戶審查並凍結,部分用 戶的交易帳戶也被凍結。加之 IMC Trading (台灣)近期在經過金管會柔性政策之規勸後, 繼續唱空台灣股市, 通過外資獲利方式幫助投資者獲得高額利潤,涉嫌內線交易,使得客戶 不當得利,快速推廣台灣市場,其方法及手段已經觸犯台灣相關法令。對於此種情況,台灣 金管會和台灣證券交易所聯合下發通知,要求對 IMC Trading 用戶資金嚴格審查,並予以凍 結。IMC Trading (台灣)務必配合相關政府部門嚴格審查交易帳戶資金,並對交易平台予 以整頓,積極為各位投資者打造綠色交易平台,維護台灣金融市場穩定健康的發展 經台灣證券交易所和金管會審議決定,現通知如下: 對於 IMC Trading 所有用戶資金帳戶一律嚴格審查,凍結部分涉嫌可疑資金的證券交易 帳戶,以及 IMC Trading 公司所有資金託管帳戶。 二、所有 IMC Trading 公司證券帳戶務必暫停交易,經過嚴格審查後方可解凍,IMC Trading (台灣)務必配合政府相關部門的審查,積極配合各位投資者辦理提領業務。 三､為了嚴厲打擊洗錢犯罪組織,以及審查近期 IMC Trading 所有客戶因內線交易高額獲利 的情況, 配合調查, 所有辦理提領的投資者必須提供存管帳戶綁定銀行戶頭帳號､身分證作 為核對資料,存管帳戶必須與本人身分證信息一致,請 IMC Trading 公司通告所有投資人, 並一一核實,然後上報給金管會和審核銀行以及警察局。 四、所有投資者必須配合 IMC Trading 公司查詢相關資料,不可推諉,否則交易帳戶繼續凍 結,並凍結用戶其他資產。 五､本次整頓為期 3 個月,IMC Trading (台灣)除證券業務外的其他業務不受影響,正常 營運, 如在整頓期間再次發現有違規操作,整頓週期將延長至1年,期間凍結集保帳戶和用 戶交易帳戶同樣延長至1年,並予以巨額罰款。 六、因有不法之徒牽涉《台灣洗錢防治法》,以及舉報IMC公司客戶獲得高額利潤,是不當 得利,故提領資金之投資人,需繳納交易帳戶總金額之20%的保證金,以此證明個人資金之來 歷合法,待24小時審核之後,銀行會將投資帳戶資金及保證金一併劃撥到投資人金融帳戶。 七、請積極配合調查,並快速解決用戶提領問題,不得延誤。 備註:用戶交易帳戶解凍後,提領時間為每週二至週四,24小時均可提領。 臺灣證券交易所 抄送:金融監督管理委員會 器官 中華民國 111 年 08月 23 日 主任委員黄天特
