I have never seen a vaccine that allows a 12-year-old child's consent to supersede their parent's consent (that one alone blows me away). No have I ever seen parents be so fully brainwashed with fear that they SIGN waivers so children under 12 can have the untested for long term safety jabs. I have never heard of pregnant women being coerced into having a jab, OR they will not be able to have their babies in the hospital (overseas) never mind the precautionary principle or the affect on the UNBORN! Finally...after all the vaccines (jab, shots) I listed above... I have never seen a vaccine like this one that discriminates...divides, and judges a society.... So much information is censored... deleted.mm and removed from the internet and mainstream media! So many doctor and health care professionals... police and scientists are censored and forbidden to speak out or ask legitimate questions when what is being allowed or not allowed does not make sense! Particularly when it comes from mainstream media.... I have never known a vaccine that has made all the pharmaceutical companies that manufacture it EXEMPT from liability if it kills everyone to a point where no life insurance will cover it! 查核 爭議點一、網傳稱「接種新冠疫苗並無法保證不會得到感染、也可能無法避免無症狀感染，為什麼還需要接種疫苗」，是否屬實？ 查核中心諮詢國家衛生研究院感染症與疫苗研究所副研究員級主治醫師齊嘉鈺、台灣疫苗推動協會榮譽理事長李秉穎。 （一）齊嘉鈺表示，每個事情都可從多面向討論，傳言是從反向論述；但打疫苗雖不能百分百保護，還是有相對的好處跟接種疫苗的必要性。 齊嘉鈺說，已知的科學證據和真實世界資料可知，接種COVID-19疫苗，可有效降低9成以上住院、重症、死亡的風險，這是毫無疑問的。當感染新冠病毒，任何人都可能演變成重症，因此不是說因為「打了疫苗還是可能被感染」就不打。此外，雖然接種之後還是可能感染到病毒，但症狀是輕微的、病毒量比較低，傳染力相對於沒有接種疫苗者也會比較低。 齊嘉鈺表示，從公衛觀點，當社會中打疫苗的人愈多，愈能增加群體免疫，病毒就愈不容易傳遞出去。 齊嘉鈺指出，目前COVID-19疫情最讓人擔心之處在於變種病毒的威脅。病毒會變種是因為每次病毒感染細胞複製，產生多次的突變，因此要想辦法減緩病毒傳播的速度、終止傳播鏈，就可以減少變種病毒的發生。整體來說，疫苗打得夠多的時候，病毒就沒這麼容易在人群之間傳播。 此外，齊嘉鈺說，接種COVID-19疫苗的另一個好處是，社會中一定有些人沒辦法接種疫苗，如12歲以下的孩童、身體真的極度衰弱或正在使用特定藥品而可能不適合接種者，這些人必須靠旁人有接種來守護。 （二）李秉穎表示，新冠疫苗對於預防感染有一定的保護效果，且對避免住院、重症和死亡，也有很好的效力。就算是變種病毒，目前的研究資料也顯示，疫苗會有一定的防護效果，且對降低重症、死亡的風險效果仍在。 李秉穎說，傳言的部分說法確實正確，如接種疫苗，仍然應該戴口罩、做好其他的防疫措施；且接種疫苗，仍有可能感染新冠病毒，感染可能無症狀或輕微，但確實也仍有風險會把病毒散播出去。但傳言的說法像是疫苗「不能達到100分」就好像不及格，這是錯誤的邏輯。 李秉穎說，實際上，接種疫苗的目的不是要讓人儘快脫下口罩或保證完全不被感染，而是要降低病毒威脅、減少負面衝擊。 （三）根據中華民國免疫學會對COVID-19疫苗的建言，疫苗研發透過臨床試驗驗證有效性和安全性。有效的疫苗接種，可降低感染率、住院率、重症率和死亡率。 綜合以上，網傳稱「打完新冠疫苗，仍會染疫、仍需戴口罩」，推論為不需要打疫苗，為錯誤推論。傳言忽略接種新冠疫苗，能達到群體免疫，降低住院、死亡率等益處。 爭議點二、傳言稱，新冠病毒疫苗，不提供免疫力、不消滅病毒、不能防止死亡，是否屬實？ （一）查核中心整理AZ、莫德納和輝瑞/BNT三種疫苗的臨床試驗結果： AZ臨床試驗研究結果，結果發現，AZ疫苗能有效預防COVID-19 有症狀之感染，接種完兩劑疫苗的AZ 疫苗組與對照組相比，接種第二劑14日後發生經實驗室確診且有症狀感染的機會下降 70%，表示疫苗效力為7成。另根據研究團隊在2021 Z2月9日發表的第三期臨床試驗截至2020年12月6日的結果，研究顯示疫苗效力為 67%，接種一劑後22至 90 天區間的疫苗效力為 76%。疫苗對預防住院的保護力為100%。 莫德納疫苗第三期臨床試驗結果，疫苗組與對照組相比，接種疫苗 14 天後，發生有症狀感染的機會降低 94%，顯示接種此疫苗能有效預防COVID-19，對避免重症的效力為100%。 輝瑞/BNT第二/三期臨床試驗結果，結果顯示接種完第二劑疫苗後7天的效力為 95%，接種一劑後對重症的效力為89%。 （二）齊嘉鈺表示，根據臨床試驗結果和疫苗在國際接種狀況，疫苗可提供一定程度的保護力，也可以避免重症和死亡的風險。至於疫苗「消滅」病毒，從一些研究可以觀察到，接種疫苗之後無症狀帶病毒的狀況會降低、可減少病毒傳播。 （三）李秉穎表示，疫苗無法「消滅」病毒，但可以降低病毒對人體的健康威脅，對於提供保護力、避免重症和死亡有明確的幫助。 爭議點三、傳言稱，接種疫苗若有不良反應，不能向疫苗廠和政府索賠，政府100%免責，因為疫苗還是實驗性藥物，是否屬實？ （一）查核中心諮詢陽明交通大學公共衛生研究所副教授楊秀儀。她表示，目前能在台灣使用的新冠疫苗，都是經過食藥署審查、通過緊急授權的疫苗，因此，都是合法使用，並不如傳言所言，有「實驗性藥物」的問題。 楊秀儀說，如果民眾接種發生不良事件，可尋求預防接種受害救濟制度協助，疫苗製造或輸入廠商要繳納一定的金額給救濟基金，因此，不管民眾是接種AZ或莫德納，只要發生不良事件，都可以依法申請救濟，由專家審查、評估是否給予救濟。 楊秀儀說，「預防接種受害救濟制度」是先進的制度，是類似補償的概念，而不是賠償。國際先進國家，如北歐、德國、日本等，處理疫苗不良事件都是採「無過失」的概念來處理。如果受害民眾堅持要政府賠償，也可以提告，但問題是可能很難告得成，因為必須舉證疫苗設計或製造有瑕疵或過失。 至於還在試驗中的疫苗，楊秀儀說，若還沒通過食藥署緊急授權的疫苗，在人體試驗階段就出現接種受害狀況，就不是由預防接種受害救濟制度處理，而是藥廠必須負責。 （二）李秉穎表示，民眾接種疫苗是為了預防疾病、降低疾病對生活的衝擊，是利大於弊的選擇，而公共利益也大於個人，接種疫苗對絕大部分的人都有利。但確實可能有相當少部分的人會出現嚴重的過敏或不良反應，或甚至有罕見的血栓發生。 對於這些疫苗不良反應事件，李秉穎說，傳言所稱，疫苗不良事件不能向政府或疫苗廠索賠，但這不是因為COVID-19疫苗是實驗性藥物，而是因為少數的不良反應個案難以預測，若接種後產生嚴重副作用，卻要藥廠賠償，恐怕沒有藥廠願意投入疫苗的研發。 不過，李秉穎說，發生疫苗不良事件，不是政府、藥廠或評估接種的醫師的責任，但為了公共利益、降低個人損害，台灣訂有預防接種受害救濟制度，只要是食藥署授權使用的疫苗，民眾接種後發生嚴重疾病或不良反應，都可以申請救濟，經專家審查後，評估給予合適的救濟。但常見、輕微的可預期接種後不良反應，不予救濟。 （三）查核中心查找預防接種受害救濟制度法制規定，傳染病防治法第30條明訂，因預防接種而受害者，得請求救濟補償。中央主管機關應於疫苗檢驗合格時，徵收一定金額充作預防接種受害救濟基金。 綜合以上，民眾若接種新冠疫苗，若有嚴重罕見不良反應，可以依「預防接種受害救濟制度」，申請救濟補償，由專家審核。傳言稱「新冠疫苗為實驗性藥物」為錯誤說法。 結論 【報告將隨時更新 2021/7/20版】 一、專家指出，接種COVID-19疫苗後仍可能感染，且仍須戴口罩、維持社交距離，但接種疫苗可降低住院、重症和死亡風險，並形成社會群體免疫，減緩變種病毒威脅，並保護其他無法接種疫苗的人。 二、根據AZ、莫德納、輝瑞BNT疫苗等已發布臨床試驗結果，對防止感染有一定效果，也能降低重症風險。 三、專家指出，接種疫苗若不幸有嚴重不良反應，依法可申請預防「接種受害救濟」，由專家審議並評估是否給予救濟及救濟金額。 傳言提出10個疫苗問答，說明疫苗不盡完善之處，但錯誤推論到結論「不提供免疫力、不能防止死亡」，因此，為部分錯誤訊息。 【查核聲明】資訊若有更新，本報告亦會同步更新。
