十多天來，登記領取三倍券的民眾已超過一千萬人，其中登記領取實體券的人數從五成多逐日上升至八成六。 十多天來，登記領取三倍券的民眾已超過一千萬人，其中登記領取實體券的人數從五成多逐日上升至八成六。依此推估，最終領取三倍券實體券的民眾可能超過兩千萬人，較政府預估的一千兩百萬人多出八百萬人。政府第一波將加印至一千七百萬份，仍遠不敷所需。若把八成六這個數字視為一次公投民意，它的結論是：三倍券的政策想定一路錯誤，一再悖離民眾期待。 三倍券的設計和使用規則，是一個「控制狂」政府自以為是的傑作。和其他國家相比，台灣的三倍券有幾大特色：一是對個別國民發放的金額最少；二是規定最複雜；三是唯一需先繳錢「換購」的紓困金；四是領取手續程序繁雜，耗力費時；五是政府知法犯法，讓健保卡違規用於領取三倍券。 這次三倍券的發放，正面表列與負面表列的限制之繁雜，多到難以勝數，恐怕已無人能知其全貌。不僅如此，就在近日民眾登記領取類別時，政府還一再修改規則。例如，三倍券能否用於購買高鐵回數票，官網原本放在正面表列，後來又悄悄塗銷；原因是高鐵認為回數票涉及「儲值」行為，必須加以限制。但與此同時，台鐵卻允許三倍券購買回數票；其間標準之混亂，讓人無法理解。 這場紛亂的起因，主要就在蔡政府堅持要與馬政府發放的消費券有所區隔，因此非要設計成「一千換購三千」的發放模式，並美其名為三倍券。但如此一來，立即產生了程序繁複冗長的問題，發放及領取人力成本因此大增，更造成健保卡的違法使用。更嚴重的是，因為民眾出錢「換購」三倍券，使得紓困衍生出政府事先未曾想到的契約關係，使得三倍券的用途備受拘束。三倍券能否發揮振興功能目前仍未可知，但因為從規劃到發放的時程冗長，顯已延宕了民眾消費時效。 再看，三倍券的印刷和發放成本，估計將高達十二億元，這是極可觀的行政成本。事實上，蔡政府若要表現得比馬政府「進步」，大可採取現金發放，直接將錢匯進入民眾帳戶；如此一來，民眾既省下排隊的時間，超商和郵局也不必在「共體時艱」的口號下扮演政府的臨時勞役，為如此瑣碎而原可避免的行政作業奔忙。或者，政府若揚棄自我膨脹的「換購」模式，直接發給每個民眾兩千元，由村里長代送到戶，不也是更省時省力？ 然而，向來享有「酷吏」風評的蘇揆，卻不肯放下他天生喜好控制的本領。因自得於疫情期間口罩管制的威風，卻無視於人民為領取口罩而排隊奔波之苦，更把奴役全國郵局和超商當成理所當然；因此這次發三倍券又故技重施，讓全國人民再來大奔波一場。這種無視人民勞力及時間成本的官員，對三倍券畫出那麼多條條框框，當然不會懂得尊重人民，但他又懂得政府治國的行政效率嗎？幾天之後，當郵局換購三倍券的活動開始，屆時民眾大排長龍，蔡政府才將領教何謂民怨。尤其，郵局領券規定分單雙號領取，但單號能領取的日數卻比雙號多一天，這樣的規則不奇怪嗎？ 從今年一月以來，這個政府的主要工作全都放在口罩管制，卻把快篩、普篩、疫苗研發的工作擱在一旁。如今焦點轉向紓困和振興，光是一個三倍券就改了三次名稱，規則一改再改，彷彿台灣的經濟振興工作就只剩這件頭號大事可做。如此目光如豆，真的就是這個「大政府」的全部瞻矚嗎？ 面對新冠病毒，中國大陸以高度的行政集權有效控制了疫情；對照之下，民主的美國卻因各州自行其是而疫情失控。這兩個極端的例子，應該不能簡約成集權更能有效抗疫。至於台灣，能稱為民主國家而有效控制疫情的典範嗎？看看蘇內閣這一路走來的鐵腕，高度管制夾雜嚴厲處罰，答案顯然是否定的。
